NOTICE OF PUBLICATION OF CATEGORICAL EXCLUSION

CITY OF MALTA, MONTANA

WPCSRF #: C302289

Malta Force Main Replacement

June 10, 2024

The proposed emergency project is replacement of the 10-inch Malta Trafton cast iron sewage force main, which was constructed in 1957 and transports Malta’s entire wastewater flow to the treatment lagoon. Lower than expected lagoon water levels in February of 2024 prompted the city to investigate and an unexpected rupture of the force main under the Milk River was verified. Since that time the city has been running entirely on a 4,500-foot, above-ground temporary bypass piping system that crosses over the Milk River on an abandoned bridge. The city has chosen to replace the entire force main with this project since it is the same age as the section of pipe that ruptured and is assumed to be reaching the end of its useful life. The sewer force main improvements consist of approximately 2,100 feet of high-density polyethylene (HDPE) force main, including 350 feet horizontally directional drilled 20 feet beneath the Milk River and over 250 feet of force main sleeved inside the existing force main under the Malta Irrigation Canal and Highway 191. As a result of this project, Malta will protect the water quality of the Milk River, protect public health and safety, and support the integrity of its wastewater collection system.

Pursuant to ARM 17.40.318, the Department has concluded that the proposed project meets the Categorical Exclusion criteria of the National Environmental Policy Act (NEPA) and the Montana Environmental Policy Act (MEPA). The Categorical Exclusion may be revoked if the project is not initiated within the time period specified in the facility plan, a new or modified application is submitted, new evidence demonstrates serious local or environmental issues exist, or state, local, tribal, or federal laws are violated.

The documentation for the Categorical Exclusion is available for public review at the following locations and online at http://deq.mt.gov/public/water-public:
