NOTICE OF EXPLANATION FOR FLOODPLAINS AND/OR WETLANDS TOWN OF DODSON, MONTANA

The Town of Dodson, Montana intends to undertake a project located in the 100-year floodplain and/or wetland. The project involves well pump replacement, placement of undersized and failing distribution piping, transmission main replacement, adding looping to dead-end mains, and other transmission main improvements. Overall, this project aims to improve a severely outdated and deteriorating water system in Dodson. The proposed improvements of the current water system are repairing systems that already exist in the 100-year floodplain and would be too costly for Dodson to place elsewhere, as it's repairing an existing system. The proposed project improvements are a sustainable utility management practice that aids in creating a resilient utility and provides social, economic, and environmental benefits, likely improving economic benefit for Dodson residents as there should be fewer breaks that require repair in the future. Failure to provide the proposed improvements to Dodson's Water System would result in the continued water loss caused by water line leaks, increased risk of backflow contamination, non-compliance of MDEQ regulations, and ultimately a significant threat to public health and safety.

It is the Town of Dodson's judgement that the proposed improvements outweigh consideration of Executive Order 11988. The Town will obtain any necessary Floodplain Permitting prior to proceeding with the project during the design period. While the Town is located within the 100-

year floodplain, water main replacement is not anticipated to be in the 100-year floodplain but will need to be reviewed during final design. The benefits of the proposed project will minimize

adverse impacts and restore many of the failing water system infrastructure issues.

Other alternatives to construct outside of the floodplain were considered, but not selected, due to the significant cost increase to the project. Since most of the town is located within the floodplain, and thus the water system, moving the project would involve moving the water system outside of Dodson.

A more detailed description of the project and the FEMA flood maps are available for citizen review at the Dodson Town Hall, located at 212 Barret Avenue in Dodson, Montana. Comments will be received through Wednesday, June 26th, 2024.

PUBLICATION OF NOTICE OF PENDING ATTACHMENT OF A TAX LIEN

On Thursday, August 1, 2024, the Phillips County Treasurer will attach a property tax lien to property on which the 2023 taxes are delinquent. The delinquent taxes, including penalties, interest and costs are a lien upon the property and that unless delinquent taxes, penalties, interest, and costs are paid prior to July 31, 2024, a tax lien will be attached and may be assigned to a third party. MCA 15-17-122

A complete delinquent list of all persons and property in the county now owing taxes, including all city and town property that is delinquent is on file in the office of the Phillips County Treasurer and is open to public inspection and examination.

The City of Malta will conduct a public hearing June 25, 2024 at 5:00 p.m. in the Council Chambers of City Hall. The purpose of the public hearing is to receive public comments concerning Ordinance 458 – An Ordinance Replacing Ordinance No. 453 and All Preceding Animal Control Ordinances. Changing "Current Yearly Rabies Vaccination" to "Current Rabies Vaccination". First reading, June 25, 2024. Second reading and adoption, July 9, 2024. Copies of Ordinance 458 will be available at City Hall.
