INVITATION TO BID
Separate sealed bids for construction of the Frenchman Dam Operating Gate Replacement Project will be received by the Montana Department of Natural Resources and Conservation (DNRC) at the Fred Buck Conference Room of the Montana Department of Natural Resources and Conservation, 1424 9th Avenue, Helena, Montana, 59620-1601, Attention: Sean West, P.E. until 3:00 PM local time on January 5, 2022, and then publicly opened and read aloud. All interested parties are invited to attend the bid opening.
The project consists of replacement of the operating gate in the gate tower of Frenchman Dam. The work generally includes removal and replacement of the existing gate, mechanical lift, stem, stem guides and brackets; and conduit repairs. The project is located approximately 15 miles north of Saco, Montana near Mogan Road. The project is owned by the DNRC and operated by the Frenchman Water User’s Association.
Bids shall be on lump-sum and unit price bases, and the award will be based on the lowest total Base Bid Price of the lowest, responsive, responsible, and qualified BIDDER as determined by DNRC. One contract will be awarded for the Work. Bidders shall bid on all base bid items in the Bid Schedule and all alternate bid items.
Construction is anticipated to begin on or around October 1, 2022. The Project shall obtain final substantial completion by December 31, 2022.
The Montana DNRC will hold an onsite Pre-Bid Conference starting at 11:00 AM local time on December 15, 2021 at the Frenchman Reservoir Dam, Mogan Rd, Saco, Montana, 59261. Bidders planning to attend are asked to RSVP at least one week in advance. In the event of weather conditions that make the site or the conduit inaccessible, a virtual Pre-Bid Conference will be held.
The Contract Documents consisting of Drawings and Project Manual may be viewed or obtained by either electronic documents on-line through eMACS, or a hard copy at the DNRC office located at 1424 9th Ave., Helena, Montana on request.

2. Hard Copy. A hard copy set of project documents may be obtained from the DNRC office located at 1424 9th Ave., Helena, Montana on request.
Contractors and any of the Contractor’s subcontractors doing work on this project will be required to obtain registration with the Montana Department of Labor and Industry (DLI). Forms for registration are available from the Department of Labor and Industry, P.O. Box 8011, 1805 Prospect, Helena, Montana 59604-8011. Information on registration can be obtained by calling 1-406-444-7734 or visiting their website at https://erd.dli.mt.gov/work-comp-regulations/montana-contractor/. The DNRC cannot execute a contract for construction with a contractor who is not registered and may award the contract to the next responsive bidder if registration is not completed in a timely manner.
All laborers and mechanics employed by Contractor or subcontractors in performance of the construction work shall be paid wages at rates as may be required by the laws of the state of Montana. The Contractor must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex or national origin.
Bid Security in the amount of ten percent (10%) of the Bid must accompany each Bid in accordance with the Instructions to Bidders. Bids not accompanied by said Bid Security will be rejected. Successful Bidders shall furnish an approved Performance Bond and a Labor and Materials Payment Bond, each in the amount of one hundred percent (100%) of the contract amount. Insurance as required shall be provided by the successful Bidder(s) and a certificate(s) of that insurance shall be provided.
The right is reserved to reject any or all proposals received, to waive informalities, to postpone the award of the contract for a period of not to exceed sixty (60) days, and to accept the lowest responsive, responsible and qualified Bidder which is in the best interest of the DNRC.

Malta & Dodson Irrigation District Elections
The regular election of the Malta and Dodson Irrigation Districts will be held on May 3, 2022. Filing for these positions opens December 9, 2021.
The term of Commissioner for the Second District of the Malta Irrigation District for the term of three years whose term expires in 2022, as per statue #85-7-1702.
