The City of Malta will conduct a public hearing February 25, 2020 at 5:05pm in the council chambers of city hall to consider a Petition to Annex filed by Phillips County Hospital Association, Inc. to annex a contiguous parcel of property located in the NE ¼ SW ¼ of Section 17, Township 30 North, Range 30 East. Copies of the plat of the area proposed to be annexed and the Petition to Annex are on file at the City Clerk’s Office and are available for inspection by the public. Effective March 6, 2020, West channels for Bravo, channel 181; Discovery, channel 10; HGTV, channel 203, and VH1, channel 32, on Spectrum Select and Lifestyle, will convert to East channel. West channel for MTV, channel 40, on Spectrum Select, will convert to East channel. As a result, there will be a three hour adjustment in programming schedules for these channels. Due to this change, any scheduled DVR recordings for these channels will be erased and will need to be re-programmed.

REQUEST FOR PROPOSAL
The Fort Belknap Indian Community is seeking individuals that may be interested in rewriting the Fort Belknap Indian Community Councils Grazing Ordinance, Farm Pasture Code, and Plan of Operation.
The Ordinance, Plan of Operation and Farm pasture Code must align with the Fort Belknap Agriculture Management Plan (ARMP).
Two Community Meetings will be held in each of the four communities.
Meeting one will be to review the Drafts and request feedback.
Meeting two will be to review in detail the final approved documents.
Two Meetings will be held with the Tribal Council.
Meeting one will be to review the Drafts and request feedback.

Four Meetings will be ehld with the Tribal Council.
Meeting one is to receive Council Input.
Meeting Two is to receive Land Committee approval.
Meeting Three will be for full council Approval.
Meeting Four is to provide Training to Tribal Coucil, Tribal Staff, BIA and anyone interested.
The contractor will provide meals at all meetings. All meetings will be documented and miutes will be provided. The attenance will be documented with sign in sheets and meeting notes.

Interested indiviuals will be required to:
1. Complete a letter of interest to include qualifications,

The (RFP) Request for proposals will open on January 27, 2020, and will close on March 13, 2020 at 5:00 p.m.
All items submitted will be put into a sealed envelope and submitted to the Fort Belknap Indian Community, Tribal Land Department, Attn: Peggy Crasco Doney, Director, 656 Agency Main Street, Harlem, Montana 59526. Submissions will be date stamped, scanned and logged in. Submissions will need to put in a Sealed Envelope inside of the mailing envelope. Proposals will be reviewed beginning March 16, 2020 and a selection will be made by the Tribal Council once the entire process is completed.
Enrolled members will be given preference.
Project will be required to be complete by April 1, 2020.

Malta & Dodson Irrigation District Elections
The regular election of the Malta and Dodson Irrigation Districts will be held on May 5th, 2020.
The term of Commissioner for the Third District of the Malta Irrigation District for the term of three years whose term expires in 2020, as per statue #85-7-1702.

For Appraisal Services
The Fort Belknap Indian Community (FBIC) is soliciting proposals from certified general appraisers to conduct appraisals services on Indian Trust Lands to be used for Land Sales and Land Exchanges on the Fort Belnap Reservation.
Please submit your specialized skills, credentials and background information and express an interest in conducting appraisals for the FBIC. Please indicate your cost per appraisal.
Applicant must be a certified licensed appraiser in good standing with the State of Montana and must comply with (USPAP) Uniform Standards of Professional Practice. List pertinent qualifications to appraise land on Indian lands. Must know all of the requirements and regulations regarding the process of conducting and completing appraisals on Indian Land.
Under this proposal the contractor will produce written appraisal reports that conform to Bureau of Indian Affairs guidelines. The contractor will provide all appraisal related services to the Tribe.

Has submitted an Application for an Opencut Mining Permit with the Opencut Mining Program of the Montana Department of Environmental Quality. The site is referred to as the Nine Bar Six Borrow site. It is located on 5.0 acres in Sections 14 & 15, T24N, R25E, Phillips County. Riverside Contracting, Inc. will be operating at this site for the removal of approximately 25,000-cy of borrow material; there is no processing equipment associated with this permit. A Limited Opencut Operation authorization has already been obtained for the site. The estimated date for operations to begin is February 2020 and completed by October 2020. Access for the site is west from 7 Mile Rd approximately 0.75 miles north of the junction with US Highway 191.
