The Board of Oil and Gas Conservation of the State of Montana will hold its business meeting on Wednesday, December 4, 2019, at 2:00 p.m. in the hearing room at its office at 2535 St. Johns Avenue in Billings, Montana. The agenda for that meeting is as follows:

The Board will conduct public hearings pursuant to Chapter 11 of Title 82 of the Montana Code Annotated on the matters described below at 9:00 a.m. on Thursday, December 5, 2019, in the hearing room at its office at 2535 St. Johns Avenue in Billings, Montana. APPLICANT: SCOUT ENERGY MANAGEMENT LLC – PHILLIPS AND VALLEY COUNTIES, MONTANA

Request for a change of operator, and as required by Board policy, the Board will hold a hearing to consider approval of the transfer of plugging and reclamation responsibilities for certain wells identified in the application from Omimex Canada, LTD to Scout Energy Management LLC, and to determine if the proposed plugging and reclamation bond coverage is adequate under § 82-11-123(5), MCA.

REQUESTS FOR QUALIFICATIONS

ENGINEERING SERVICES

The Buffalo Trail Water District is soliciting Statements of Qualifications for engineering services to assist the District with the preparation of a Preliminary Engineering Report (PER) that meets the requirements of the Uniform PER Outline as adopted by the Water, Wastewater, and Solid Waste Action Coordination Team (WASACT) for the District’s drinking water facilities. Once a preferred alternative and potential funding sources have been identified, the District may as its option utilize the selected engineering consultant for final design, bidding, construction management, and inspection services. The agreement and payment terms will be negotiated with the selected offeror.

Response to this RFP must not exceed 20 pages – excluding resumes, cover page, and table of contents, and must include the following:

1. The firm's legal name, address, and telephone number

2. The principal(s) of the firm and their experience and qualifications.

3. The experience and qualifications of the staff to be assigned to the project.

4. A description of the firm's prior experience, including any similar projects (those funded by DNRC, TSEP, CDBG, SRF, RD, etc.), size of community, location, total construction cost, and name of a local official knowledgeable regarding the firm's performance.

5. A description of the firm's current work activities and how these activities would be coordinated with the project, as well as the firm's anticipated availability during the term of the project.

6. The proposed work plan and schedule for activities that may be performed.

7. List, including contact names, a minimum of five projects involving services applicable to those outlined in this RFQ.

The proposals will be evaluated based on the following criteria:

1. Related experience on similar projects 25%

2. The consultant's capability to meet time and project budget requirements 15%

3. Recent and current work for the District or similar entity issuing the RFQ 15%

4. Qualifications of the professional personnel to be assigned to the project 25%

5. Overall quality of the proposal 10%

6. Present and projected workload 10%

The selection of finalists to be interviewed, if interviews are deemed necessary, will be based on an evaluation of the written responses. The award will be made to the most qualified offeror whose proposal is deemed most advantageous to the District; all criteria considered. Unsuccessful offerors will be notified as soon as possible. Questions and responses should be directed to Don Voegel, District President, (406) 390-1708, P.O. Box 1388, Malta, MT 59538. All responses must be received by 5:00 p.m. Friday, December 6, 2019. Please state "Engineering Services Proposal" on the outside of the response package. Include five hard copies and one digital copy of the proposal.

Section 3 of the Housing and Urban Development Act of 1968 requires recipients of CDBG funding, to the greatest extent feasible, extend to lower income residents the opportunity for training and employment that may arise from the project. Further, to the fullest extent feasible, the consultants and contractors selected to design and construct public facilities projects will utilize business owners located in or substantially owned by residents of Buffalo Trail and Phillips County.

This solicitation is being offered in accordance with federal and state statutes governing procurement of professional services. Accordingly, the District reserves the right to negotiate an agreement based on fair and reasonable compensation for the scope of work and services proposed, as well as the right to reject any and all responses deemed unqualified, unsatisfactory, or inappropriate.
