RESOLUTION REGARDING PROPERTY ABANDONED, OBSOLETE, UNDESIRABLE OR UNSUITABLE FOR SCHOOL PURPOSES OF THE DISTRICT
The Trustees of School District No. 12 A & B have determined that the following real and personal property of the district, located at 321 Hwy 243, Saco, Montana, is obsolete, unsuitable or not needed any longer for school purposes of School District No. 12 A & B.

As provided in 20-6-604, MCA, the Trustees of School District No. 12 A & B hereby resolve to sell or dispose of the property identified above.
The Trustees of School District No 12 A & B further resolve that notices of the resolution shall be published on October 16, 2019 and October 23, 2019, in the Phillips County News newspaper.
This resolution shall become effective 14 days after publication of the second notice identified in the immediately preceding paragraph, unless appealed to the district court by a taxpayer in compliance with and as provided in 20-6-604, MCA.

Hearing before the Board of Adjustment - In the Matter of American Prairie Reserve's Petition for Variance from Phillips Conservation District Ordinance 2016-1
MALTA, Mont - The Phillips Conservation District Board of Adjustment will convene at 9:00am on November 12, 2019 at the Malta City Hall Gym, 39 South 2nd Street, Malta, MT. The primary purpose of the meeting is for the Board to hold a hearing on American Prairie Reserve's petition for a variance from the Phillips Conservation District Ordinance 2016-1. The hearing is a contested case proceeding overseen by a hearing examiner appointed by the Board and conducted pursuant to §§ 2-4-601 through 2-4-631 and 76-15-724, MCA. Only parties to the proceeding are entitled to appear and present evidence and testimony for consideration by the Board and hearing examiner during the hearing. The hearing is open to the public.

NOTICE OF UPCOMING MUNICIPAL MAIL BALLOT ELECTION
On Friday, October 18, 2019, the Phillips County Election Office mailed ballots for the upcoming Town of Dodson Municipal General Election to be held Tuesday, November 5, 2019. This is a mail ballot election, there will be no polling place for this election, all active registered voters in the Town of Dodson will receive a ballot by mail.
Persons who are not registered to vote must appear in person at the Election Office with proper identification, register to vote and be issued a ballot. All mailed ballots and ballots from late registrants must be received no later than 8:00 p.m. on Election Day, November 5, 2019 for your vote to count.
All inactive voters may receive a ballot by appearing in person or contacting the election office and presenting proper identification. The Phillips County Election Office is located in the County Courthouse at 314 S 2nd Ave W, Malta MT and open from 8:00 a.m. to 5:00 p.m. Monday through Friday and 7:00 a.m. to 8:00 p.m. on Election Day, November 5, 2019.

NOTICE OF SEWER RATE INCREASE
AND PUBLIC HEARING
NOTICE IS HEREBY GIVEN that on October 8, 2019, the City Council (the “Council”) of the City of Malta, Montana (the “City”), adopted a Resolution of Intention of the City of Malta, Montana to Increase Rates and Charges for the Use and Availability of the Municipal Sewer System (the “Resolution”).
The City has determined it is necessary to undertake certain improvements to the City’s municipal sewer system (the “System”) on an emergency basis, and anticipates issuing sewer system revenue bonds to pay the costs of such improvements. It is necessary for the City to increase its sewer rates to to pay the costs associated with the operation and maintenance of the System, pay debt service on its outstanding bonds and the bonds proposed to be issued, and to establish appropriate reserves.
The City currently charges users of the System a monthly rate of $33.00 per unit, with each type of service assigned a particular number of units, as set forth below:
Commencing with the December 2019 billing, the City proposes to charge customers connected to the System a monthly charge (the “Proposed Monthly Charge”) of $37.50 per unit, based on the units set forth above.
In addition, the City currently charges unoccupied units $5 per month. Commencing with the December 2019 billing, the City proposes to charge unoccupied units the full Proposed Monthly Charge for such unit.
For occupied units, the Proposed Monthly Charge represents an increase of approximately 13.6% over the current monthly charge. For unoccupied units comprising one unit, the Proposed Monthly Charge represents an increase of approximately 650% over the current monthly charge.
A public hearing on the proposed rate increase will be held on November 12, 2019, commencing at 5:00 p.m., at Malta City Hall, 39 South 2nd Street East, in Malta, Montana.

U.S. Department of State Announces A Public Meeting
and the Notice of Availability of the
Draft Supplemental Environmental Impact Statement for the
Proposed Keystone XL Pipeline
The U.S. Department of State (Department) announces availability of the Draft Supplemental Environmental Impact Statement (Draft SEIS) for the Proposed Keystone XL Project for public review and comment, as well as the date and location for a public meeting. Consistent with the National Environmental Policy Act of 1969, the Draft SEIS supplements the 2014 Keystone XL Final SEIS, considers the direct, indirect and cumulative impacts related to changes in the Project since 2014 and incorporates updated information and new studies, as applicable. Under the Proposed Action, TransCanada Keystone Pipeline, L.P.’s (Keystone) would construct the Keystone XL Project. This would include approximately 162 miles of construction, connection, operation and maintenance along the Mainline Alternative Route of the proposed new 36-inch diameter pipeline and related ancillary facilities within Nebraska that were not analyzed within the 2014 Keystone XL Final SEIS.

The Department invites the public to comment on the Draft SEIS during the public comment period, which ends November 18, 2019. The Department will consider all comments postmarked or received during the public comment period when preparing the Final SEIS. The Department will host a public meeting to provide an opportunity for the public to gain information about the project and talk with government officials.

Please note that in the interest of the security of all attendees, certain items will not be permitted inside the public meeting space. In particular, the following items are prohibited from the meeting space: bags, weapons, bottles, air horns, mega-phones, posters, signs and alcoholic beverages. The Department intends to make a free speech area available outside the meeting space where individuals may gather with signs and posters.
Beginning October 4, 2019, comments on the Draft SEIS may be submitted at
