The permit area covers approximately 14 acres, 80,000 tons of gravel are planned to be mined. The volume of overburden is 24,038 cubic yards. The facilities will include a screen, conveyor and crushing equipment. The duration of mining activity will be approximately 2 weeks. The access point to the site is an existing trail off a county road. In accordance with MCA 82-4-432 (9), the DEQ must hold a public meeting in the area of the proposed operation if requested by the applicant, or at least 30% of the property owners within one half mile of the boundary or 10 property owners within one half mile of the boundary, whichever is greater. For property held in common or joint ownership, each owner is considered in determining the number of property owners and the number of property owners who have requested a public meeting. U.S. Department of State Announces A Public Meeting
and the Notice of Availability of the
Draft Supplemental Environmental Impact Statement for the
Proposed Keystone XL Pipeline
The U.S. Department of State (Department) announces availability of the Draft Supplemental Environmental Impact Statement (Draft SEIS) for the Proposed Keystone XL Project for public review and comment, as well as the date and location for a public meeting. Consistent with the National Environmental Policy Act of 1969, the Draft SEIS supplements the 2014 Keystone XL Final SEIS, considers the direct, indirect and cumulative impacts related to changes in the Project since 2014 and incorporates updated information and new studies, as applicable. Under the Proposed Action, TransCanada Keystone Pipeline, L.P.’s (Keystone) would construct the Keystone XL Project. This would include approximately 162 miles of construction, connection, operation and maintenance along the Mainline Alternative Route of the proposed new 36-inch diameter pipeline and related ancillary facilities within Nebraska that were not analyzed within the 2014 Keystone XL Final SEIS.

The Department invites the public to comment on the Draft SEIS during the public comment period, which ends November 18, 2019. The Department will consider all comments postmarked or received during the public comment period when preparing the Final SEIS. The Department will host a public meeting to provide an opportunity for the public to gain information about the project and talk with government officials.
A public meeting will be held as follows:

The meeting will be an open house format with opportunities to submit comments via hand-written comment forms, electronic comment stations, and one-on-one verbal comments to a stenographer. Attendees will be able to speak one-on-one with Department representatives. Please note that in the interest of the security of all attendees, certain items will not be permitted inside the public meeting space. In particular, the following items are prohibited from the meeting space: bags, weapons, bottles, air horns, mega-phones, posters, signs and alcoholic beverages. The Department intends to make a free speech area available outside the meeting space where individuals may gather with signs and posters.
Beginning October 4, 2019, comments on the Draft SEIS may be submitted at
http://www.regulations.gov by entering “Keystone XL” into the search field and following the prompts. Comments may also be submitted by mail, addressed to: M. Town of Dodson - Section 3 Notice of CDBG Award
Grant Administration Procurement
The Town of Dodson has been given a federal Community Development Block Grant (CDBG) award in the amount of $362,150.00 by the Montana Department of Commerce (DOC) for upgrades to the Town’s wastewater system, including the installation of a new portable generator and transfer switch for the lift station; increase operating depth in the storage lagoon and install open channel disinfection equipment. The proposed actions are intended to resolve current deficiencies with the Town’s present wastewater system, including non-compliance with Montana Department of Environmental Quality The project location is in the Town of Dodson, Montana and construction is expected to commence in summer of 2020.
Contingent upon this award, Dodson is seeking to procure grant administration services, through the Small Purchase Procedures, to assist the Town in the administration of this project in compliance with all applicable requirements under the Montana CDBG Program as described in the current edition of the Montana CDBG Program Grant Administration Manual. The fee for project management services will be paid with CDBG or State funds.
CDBG regulations governing the grant require that to the greatest extent feasible, opportunities for training and employment arising in connection with this CDBG-assisted project will be extended to local lower-income residents. Further, to the greatest extent feasible, business concerns located in or substantially owned by residents of the project area will be utilized.
