INVITATION FOR BIDS

LEASE OF STATE LANDS

Sealed bids will be accepted by the Montana Department of Natural Resources and Conservation, Ag & Grazing Management Bureau, P.O. Box 201601, Helena, Montana 59620-1601, through January 30, 2019 for a 10-year grazing lease on the following described lands in Phillips County.

Section 24, T33N, R30E: containing 40 acres of grazing land.

The minimum bid rate is $104.80 based on a grazing carrying capacity of 8 AUMS at a rate of $13.10 per AUM.

By law all bids in order to be considered valid must include a deposit in the form of a certified check, cashiers check or money order in the amount equal to 100% of the amount bid for grazing, plus a non-refundable lease application fee of $25.00. In order to be considered, all bids must be accom¬pa¬nied with a completed application to lease state lands.

The successful bidder must in addition to the rental, make settlement with the owner of the existing improvements on the land.

The State Board of Land Commissioners reserves the right to reject any and all bids.

REQUEST FOR QUALIFICATIONS FOR ENGINEERING SERVICES

City of Harlem – Amended RFQ (12-28-18)

The City of Harlem, Montana, is soliciting offerors of a statement of qualifications in response to a Request for Qualifications for Engineering Services to assist the City with public infrastructure, including, and not limited to, water and wastewater systems. The City may utilize the selected firm for a period of five (5) years for most engineering-related activities associated with public infrastructure, when requested by the City. Due to individual funding agency requirements, in some cases the City may have to conduct a separate procurement for engineering services related to possible future project.

The agreement and payment terms will be negotiated with the selected offeror.

The immediate need is to assist the City with upgrades to the City’s water treatment plant, specifically focused on alleviating problems associated with the disinfection byproduct violations the City has received. The agreement and payment terms will be negotiated with the selected offeror.

The City may interview finalists, and the selection of finalists to be interviewed will be based on an evaluation of the written responses. The award will be made to the most qualified offeror whose proposal is deemed most advantageous to the City; all factors considered. Unsuccessful offerors will be notified as soon as possible.

All responses must be postmarked no later than 3:00 p.m. on February 1, 2019. Please state “Engineering Services Proposal" on the outside of the response package. Include five (5) copies of the proposals. Proposals may not exceed a total of 12 one-sided pages, excluding standard corporate brochures and personnel resumes.

This solicitation is being offered in accordance with federal and state statutes governing procurement of professional services. Accordingly, the City of Harlem reserves the right to negotiate an agreement based on fair and reasonable compensation for the scope of work and services proposed, as well as the right to reject any and all responses deemed unqualified, unsatisfactory or inappropriate. Disadvantaged business enterprises (DBEs) are encouraged to apply.

Section 3 Public Notice

The City of Harlem may apply for Community Development Block Grant funds from the Montana Department of Commerce.

CDBG regulations governing these grants require that to the greatest extent feasible, opportunities for training and employment arising in connection with CDBG-assisted projects will be extended to local lower-income residents. Further, to the greatest extent feasible, business concerns located in or substantially owned by residents of the project area will be utilized.
