Notice regarding Public Hearing related to potential CDBG-ED project
Phillips County will hold a joint public hearing on December 21, 2017 at 5:30 p.m. at the Malta Opportunities Day Activity Center, 11 South 3rd Street East. The hearing is for obtaining public comment on a proposed economic development grant application for renovations to the Malta Opportunities Day Activity Center, under the Montana Community Development Block Grant Program administered by the Montana Department of Commerce. At the public hearing, the proposed application will be explained, including the proposed area of the project, activities, and budget. All interested persons will be given the opportunity to express their opinions regarding this proposed application. Testimony may be given orally at the hearing or submitted and received in writing on or before December 21, 2017. The CDBG-ED application will be submitted by Phillips County on behalf of Malta Opportunities. The purpose of economic development grants is to create or retain jobs for low to moderate income (LMI) individuals. Malta Opportunities risks closure due to compliance issues, if repairs to the facility are not completed. Such a closure would result in the loss of 20 jobs within Phillips County, in addition to displacing numerous residents with disabilities. REQUESTS FOR QUALIFICATIONS
ENGINEERING, PLANNING, AND/OR GRANT WRITING/ADMINISTRATION SERVICES
The Town of Dodson is soliciting proposals to hire a firm(s) or individual(s) to provide general engineering, planning and/or grant writing/administration services related to the Town’s infrastructure. The Town will utilize the selected firm(s) or individual(s) for a period of up to seven (7) years for all planning, engineering and/or funding related activities associated with the Town’s infrastructure including, but not limited to, the Town’s water supply treatment and distribution systems, wastewater system, storm drainage, streets, parks, trails, municipal buildings, etc. Desired services may include the following: planning, surveying, preliminary engineering, final design, construction management, resident project representative services, grant writing and/or grant administration. The agreement and payment terms will be negotiated with the selected offeror.
The immediate needs of the Town include preparing a Wastewater System Preliminary Engineering Report and the design associated with improvements needed for the wastewater system, as well as grant writing and/or administration of the grants and loan funding sought to finance the project.
At a minimum, responses to this RFQ must include the following:
1. The company’s legal name, address, and telephone number
2. The principal(s) of the firm and their experience and qualifications.
3. The experience and qualifications of the staff to be assigned to the project.
4. A description of the firm's prior experience, including any similar projects (in particular those funded by DNRC, TSEP, CDBG, SRF, RD, etc.), size of community, location, total construction cost, and name of a local official knowledgeable regarding the firm's performance.
5. A description of the firm's current work activities and how these activities would be coordinated with the project, as well as the firm's anticipated availability during the term of the project.
6. An example of a proposed work plan and schedule for activities that may be performed.
7. A list, including contact names, a minimum of five projects involving services applicable to those outlined in this RFQ.
The proposals will be evaluated based on the following criteria:
1. the qualifications of the professional personnel to be assigned to the project 30%
2. related experience on similar projects 25%
3. recent and current work for the Town or similar entity issuing the RFQ 20%
4. the consultant's capability to meet time and project budget requirements 10%
5. present and expected workload 10%
6. location 5%
The selection of finalists to be interviewed, if interviews are deemed necessary, will be based on an evaluation of the written responses. The award will be made to the most qualified offeror whose proposal is deemed most advantageous to the Town, all criteria considered. Unsuccessful offerors will be notified as soon as possible. Please, state "Engineering and/or Grant Writing/Administration Services Proposal" on the outside of the response package. Include six copies of the proposals.
This solicitation is being offered by federal and state statutes governing procurement of professional services. Accordingly, the Town reserves the right to negotiate an agreement based on fair and reasonable compensation for the scope of work and services proposed, as well as the right to reject any and all responses deemed unqualified, unsatisfactory, or inappropriate.
