Notice of Municipal Primary Election
Notice is hereby given that on September 12, 2017 the City of Malta Municipal Primary Election will be held by mail ballot only for the purpose of determining which two candidates’ names for Mayor will appear on the Municipal General Election ballot, November 7, 2017. Five candidates have filed for the City of Malta Mayor position. Only two will proceed to the Municipal General Election. Ward 1 and Ward 2 candidate names will not appear on the Municipal Primary ballot. The Municipal Primary Election will be conducted by mail only, no polls will be open. Ballots will be mailed August 23, 2017 to all City of Malta active voters. Ballots must be received no later than 8:00 p.m., Tuesday, September 12, 2017 at the Election Office located in the Phillips County Courthouse, 314 South 2nd Avenue West, or mailed to PO Box 360, Malta, Montana 59538. If you have questions regarding your voting status, or questions about this election, please call the Elections Office at 654-2423.

BIG FLAT ELECTRIC COOPERATIVE ANNUAL MEMBERSHIP MEETING DATE SET FOR OCTOBER 14, 2017
Preliminary plans are being made for the Big Flat Electric Cooperative’s 71st Annual Membership Meeting. The date of the meeting will be Saturday, OCTOBER 14, 2017, AT THE MALTA HIGH SCHOOL IN MALTA, COUNTY OF PHILLIPS, AND STATE OF MONTANA.
In accordance with the by-laws, the Board of Directors appointed on July 20, 2017, and have notified the following list of members to serve on the

The Nominating Committee’s delegation on nominations will meet on Wednesday, August 30 at 6:00 p.m. at the Big Flat Electric Cooperative’s Headquarters Building at 333 South 7th Street East, Malta, Montana to nominate members for the election of directors for a three year term from District Three (3) – Loring / Whitewater / Saco Area, District Five (5) – Malta Area, and District Seven (7) – Missouri River Area.
Members may be nominated for Directors by petition of any fifteen (15) or more members. Nominations made by petition, received at the Cooperative’s Office at least fifteen (15) days prior to the annual meeting, shall be included on the Official Ballot. Later nominations by petition shall be treated as nomination from the floor.

NOTICE OF PUBLIC HEARING TO ADOPT AN INTERIM ZONING ORDINANCE PROHIBITING THE OPENING OF ANY NEW ESTABLISHMENTS THAT GROW, SELL OR DISTRIBUTE MEDICAL MARIJUANA FOR A TWELVE (12) MONTH PERIOD, AND PROHIBITING THE OPERATION OF MEDICAL MARIJUANA STOREFRONTS PURSUANT TO THE MONTANA MARIJUANA ACT.
The Phillips County Commissioners are calling for a Public Hearing to receive public input on whether or not to adopt a zoning ordinance to prohibit the growth, sale, and distribution, of medical marijuana, and any establishment attempting to grow, sell,
or distribute medical marijuana or paraphernalia in Phillips County, outside the incorporated boundaries of the
City of Malta, Town of Saco, or Town of Dodson.
The Phillips County Commission has determined that the licensing, opening, or operation of any establishments that grow, sell, or distribute medical marijuana or paraphernalia within Phillips County could be immediately detrimental to, harmful to, and a threat to the peace, property, health, safety, and welfare of the County and its inhabitants, and can, through such an effect, create a public nuisance and have adopted a resolution for an interim zoning ordinance to regulate medical marijuana growth, sale, and distribution, and any establishment attempting to grow, sell, or distribute medical marijuana or paraphernalia in Phillips County, outside the incorporated boundaries of the City of Malta, Town of Saco, or Town of Dodson.
Until such new ordinances, zoning or otherwise, are adopted and in place to regulate medical marijuana growth, sale, and distribution, any establishment attempting to grow, sell, or distribute medical marijuana or paraphernalia in Phillips County, outside the incorporated boundaries of the City of Malta, Town of Saco, or Town of Dodson, shall be prohibited. This Resolution specifically prohibits any new or lawfully existing medical marijuana provider or marijuana-infused products provider from establishing a new dispensary or grow operation, or expanding the number of plants currently growing on the property. This prohibition shall not apply to a registered cardholder who possesses not more than four mature marijuana plants, twelve seedlings and one ounce of usable marijuana as provided by the Act, nor shall it apply to a provider, already registered with the Phillips County Sanitarian and in operation at their designated location on the date of this Ordinance, who possesses not more than four mature marijuana plants, twelve seedlings and one ounce of usable marijuana solely for each of his or her registered cardholder’s use or as provided the Montana Marijuana Act.
The proposed interim ordinance is on file for public inspection at the office of the Phillips County Clerk and Recorder.
The public hearing will be held in the office of the Phillips County Commissioners, Phillips County Courthouse, 314 South 2nd Avenue West, Malta, MT at 1:30 p.m. on August 21, 2017. At such hearing members of the public will be encouraged to offer comment on the proposed Ordinance and any persons not able to attend the hearing may submit written comments prior to the hearing, by sending or deliver such comments to the Board of County Commissioners, Box 360, Malta, MT 59538.

FREE AND REDUCED-PRICE SCHOOL MEALS
Malta Public District announces the 2017-18 policy for Free and Reduced-Price School Meals for students whose schools participate in the U.S. Department of Agriculture National School Lunch Program and School Breakfast Program.
The complete policy is on file in the central office and may be reviewed by any interested party.
Households who receive assistance from Supplemental Nutrition Assistance Program (SNAP); Food Distribution Program on Indian Reservations (FDPIR); or Temporary Assistance for Needy Families (TANF) are eligible for free meals and no application is required. Children who meet the definition of homeless, migrant, runaway, and foster are also eligible for free meals. The school district will send a notice to your household about free meal benefits. If you do not receive a notice of eligibility or there are children living in your household who are not listed, please contact the school district. If you are eligible for unemployment compensation, you might also be eligible for free or reduced price school meals.
Children from households whose income is within the limits of the chart below may be eligible for free or reduced-price meals. To apply, households must fill out the application and return it to the school. Applications may be submitted at any time during the year. Program officials may verify information submitted on the application. Households will be notified of eligibility determination. Households who choose to decline free meal benefits should contact the school district.
