Notice of Close of Regular Voter Registration and Option for Late Registration
Notice is hereby given that regular* registration for the
TOWN OF SACO SPECIAL ELECTION to be held on September 20, 2016
will close at 5:00 p.m., on August 23, 2016. This election is by mail ballot only.
No polls will be open.
*NOTE: If you miss this regular registration deadline, you may still register for the election by showing up at the county election office up to and including on Election Day. Between noon and the close of business on the day before Election Day, you can complete and submit a voter registration card, but you will need to return to the local election office on Election Day to pick up and vote a ballot.
Ballots will be automatically mailed to Active Electors only. If you are a registered voter and do not receive a ballot, contact the Phillips County Election Office
at 654-2423 to update your information as necessary and receive a ballot.
Persons who wish to register and who are not presently registered may do so by requesting a form for registration by mail or by appearing at the county election office. If you have moved, please update your registration information by filling
out a new voter registration card and submitting it to the county election office.

The Fort Belknap Indian Community, Tribal Water Resources will receive sealed bids until 2:00 p.m. local time on September 7, 2016 for the Fort Belknap Main Canal A Underdrain Rehabilitation project at the office of the Fort Belknap Tribal Community located at 656 Agency Main Street, Harlem, MT 59526 ATTN: Kristal Fox, Administrator. The bids will be publicly opened and read aloud at the office of the Fort Belknap Tribal Community at 2:30 p.m. local time on September 7, 2016.
The project consists of: a general contract for the improvement of approximately 64 lineal feet of the Main Canal A Underdrain with approximately 64 lineal feet of 60-inch diameter galvanized CMP pipeline installation, installation of a concrete head-wall and concrete foot-wall, site grading, excavation and shaping of the D-3 Wasteway, and grading of maintenance road.
Backfill for the 64 lineal feet of the proposed new 60-inch diameter galvanized CMP pipeline will be required with native soil material. Other items include removal and replacement of approximately 53 lineal feet of an existing 18-inch CMP culvert, clearing and grubbing, and site dewatering. For bank stabilization, 100 cubic yards of rock riprap will be required at the outlet
transition of the new CMP to the D-3 Wasteway. A 4-foot square trash-rack will be required to be installed at the inlet to the 60-inch diameter galvanized CMP pipeline on the concrete headwall. The Main Canal A Underdrain, which is located in Blaine County near Harlem, Montana, is owned by the Department of Interior-Bureau of Indian Affairs and operated by the Fort Belknap Tribal Water Resources Department. In accordance with § 75-10-735, Montana Code Annotated (MCA), the Montana Department of Environmental Quality (DEQ) hereby gives notice of a 30-day public comment period on the August 5, 2016, Voluntary Cleanup Plan (VCP) Addendum submitted by the City of Malta for the Malta Airport Comprehensive Environmental Cleanup and Responsibility Act (CECRA) Facility in Malta, Montana. DEQ is soliciting public comment on this Addendum. The public comment period will begin on August 17, 2016, and comments must be received in the DEQ office by midnight on September 16, 2016. Copies of the VCP Addendum are available for review at the Phillips County Library located at 10 South 4th Street East, Malta and the DEQ office located at 1225 Cedar Street in Helena. DEQ will hold a public meeting upon written request to the DEQ on or before September 16, 2016, by 10 or more persons, a group of 10 or more persons, or by a local governing body. DEQ previously approved the City of Malta’s proposal for excavation and off-site disposal of soil within the Facility that exceed site-specific cleanup levels (SSCLs) based on future commercial/industrial use within the area proposed for future commercial/industrial use in the VCP and the City’s proposal for restrictive covenants in these areas to prohibit future residential development. In the area currently used as residential property, the City proposed to clean up to SSCLs protective of residential use with no future property use restrictions. This VCP Addendum evaluates the risk to recreational campers utilizing the property for a restricted amount of time per year and revises the
previously-approved restrictive covenants to allow camping on the
City’s property up to 100 days per year.
