SECTION 00100 INVITATION TO BID

Separate sealed bids for construction of Malta Water System Improvements will be received by City of Malta at City Hall at 207 Main Street SW, Suite A, Malta MT until 2:00 PM local time on March 30th, 2016, and then publicly opened and read aloud. The project is located in Malta, MT, with a contract time set at

240 calendar days and generally consists of:

• Replacement of water mains (more than 27,000 linear feet),

with associated valves and fittings, and fire hydrants

• Water services

•Asphalt and gravel road replacement

The contract documents consisting of Drawings and Project Manual may be examined or obtained at the office of TD&H Engineering 1800 River Drive North, Great Falls, MT in accordance with Article 2.01 of Instructions To Bidders.

Required deposit is $ 75.00 per set, which is not refundable.

In addition, the Drawings and Project Manual may also be examined

at the following locations:

There will be a Pre-Bid Conference at City Hall at 207 Main Street SW, Suite A on March 22nd, 2016 at 11a.m. Interested CONTRACTORS are encouraged to attend.

CONTRACTORS and any of the CONTRACTORS’ subcontractors bidding or doing work on this project will be required to be registered with the Montana

Department of Labor and Industry (DLI). Forms for registration are available from the Department of Labor and Industry, P.O. Box 8011, 1805 Prospect, Helena,

Montana 59604-8011. Information on registration can be obtained by calling

1-406-444-7734. CONTRACTOR is not required to have registered with the DLI prior to bidding on this project but must have registered prior to execution of the Construction Agreement. The CONTRACTOR must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex or national origin. Each bid or proposal must be accompanied by a

Certified Check, Cashier’s Check, or Bid Bond payable to City of Malta, in an amount not less than ten percent (10%) of the total amount of the bid.

Successful BIDDERS shall furnish an approved Performance Bond and a Labor and Materials Payment Bond, each in the amount of one hundred percent (100%) of the contract amount. Insurance as required shall be provided by the successful BIDDER(s) and a certificate(s) of that insurance shall be provided.

The right is reserved to reject any or all proposals received, to waive informalities, to postpone the award of the contract for a period of not to exceed sixty (60) days, and to accept the lowest responsive and responsible bid which is in the best interest of the OWNER. The Board of County Commissioners reserves the right to reject any or all bids, to waive irregularities, or to accept any bid they deem to be in the best interest of Phillips County.

At a regular meeting of the Board of County Commissioners, a petition signed by several residents and taxpayers of PHILLIPS COUNTY was presented to the Board requesting that the county road bearing the following description

BE ABANDONED:

Township 24 N, Range 31 E at a point from the NW corner of SW1/4 SW1/4 of Section 22 running south for one quarter mile to the SE corner of SE1/4 SE1/4 of Section 21, then west 1 mile to SW corner of SW1/4 SW1/4 in section 21 along the south boundary of section 21. This is currently part of road # 2326A

A hearing will be held on said petition for Abandonment of County Read on Monday, March 21, 2016 at 2:15 p.m. in the Commissioners’ room at the Phillips County courthouse, Malta MT, at which time anyone may appear either for or against said petition.
