SECTION 00100 INVITATION TO BID
Separate sealed bids for construction of Malta Water System Improvements will be received by City of Malta at City Hall at 207 Main Street SW, Suite A, Malta MT until 2:00 PM local time on March 30th, 2016, and then publicly opened and read aloud. The project is located in Malta, MT, with a contract time set at
240 calendar days and generally consists of:
• Replacement of water mains (more than 27,000 linear feet),
with associated valves and fittings, and fire hydrants
• Water services
•Asphalt and gravel road replacement
The contract documents consisting of Drawings and Project Manual may be examined or obtained at the office of TD&H Engineering 1800 River Drive North, Great Falls, MT in accordance with Article 2.01 of Instructions To Bidders.
Required deposit is $ 75.00 per set, which is not refundable.
In addition, the Drawings and Project Manual may also be examined
at the following locations:

There will be a Pre-Bid Conference at City Hall at 207 Main Street SW, Suite A on March 22nd, 2016 at 11a.m. Interested CONTRACTORS are encouraged to attend.
CONTRACTORS and any of the CONTRACTORS’ subcontractors bidding or doing work on this project will be required to be registered with the Montana
Department of Labor and Industry (DLI). Forms for registration are available from the Department of Labor and Industry, P.O. Box 8011, 1805 Prospect, Helena,
Montana 59604-8011. Information on registration can be obtained by calling
1-406-444-7734. CONTRACTOR is not required to have registered with the DLI prior to bidding on this project but must have registered prior to execution of the Construction Agreement. The CONTRACTOR must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex or national origin. Each bid or proposal must be accompanied by a
Certified Check, Cashier’s Check, or Bid Bond payable to City of Malta, in an amount not less than ten percent (10%) of the total amount of the bid.
Successful BIDDERS shall furnish an approved Performance Bond and a Labor and Materials Payment Bond, each in the amount of one hundred percent (100%) of the contract amount. Insurance as required shall be provided by the successful BIDDER(s) and a certificate(s) of that insurance shall be provided.
The right is reserved to reject any or all proposals received, to waive informalities, to postpone the award of the contract for a period of not to exceed sixty (60) days, and to accept the lowest responsive and responsible bid which is in the best interest of the OWNER. NOTICE OF PUBLICATION OF CATEGORICAL EXCLUSION
CITY OF MALTA, MONTANA
2016 WATER SYSTEM IMPROVEMENTS PROJECT
February 25, 2016
The Montana Department of Environmental Quality has reviewed the above named project. The project consists of installing approximately 30,000 lineal feet of 6-inch to 12-inch PVC water main and all associated valves, fire hydrants, fittings, service lines, service connections and surface repair. The proposed project will replace
aging and undersized water mains generally within the area bounded by
U.S. Highway 2 on the north, South 9th Street on the south, South 5th Avenue West on the west and South 9th Avenue East on the east.
The project construction specifications include language to properly handle and dispose of any asbestos cement water pipe that is encountered during the project. The project construction specification also note the potential to encounter petroleum contaminated soil or water within the project site and include language on the
procedures to follow if this were to occur. Pursuant to ARM 17.40.318, the
Department has concluded that the proposed project meets the Categorical
Exclusion criteria of the National Environmental Policy Act (NEPA) and the
Montana Environmental Policy Act (MEPA).
