REQUESTS FOR QUALIFICATIONS FOR ARCHITECTURAL SERVICES
Phillips County has been awarded a federal Community Development Block Grant (CDBG) by the Montana Department of Commerce (DOC) to conduct a Preliminary Architectural Report (PAR) on possible site locations for a Senior and Transit Center in Phillips County. With the award of funding, Phillips County is soliciting proposals to hire a firm to provide architectural services to prepare a PAR. The PAR must follow the requirements set forth by the CDBG Program under the Competitive Housing and Neighborhood Renewal Application Guidelines. The agreement and payment terms will be negotiated with the selected offeror. The Preliminary Architectural Report must be complete by January 15, 2016.
The selected offeror will develop recommendations regarding possible improvements/expansion to the existing facility and identify alternate sites for the Senior and Transit Center which would allow for expansion. The final report must comply with the requirements of the latest version of the CDBG Preliminary Architectural Report (PAR) outline. The selection of finalists to be interviewed will be based on an evaluation of the written responses. The award will be made to the most qualified offeror whose proposal is deemed most advantageous to Phillips
County, all factors considered. Unsuccessful offerors will be notified as soon as possible. Questions and responses should be directed to Eryn Nissen, Community Planner, Bear Paw Development Corporation, P.O. Box 170, Havre, MT 59501, [email protected]. All responses must be received no later than July 24th. Include eight copies of the proposals. Proposals may not exceed 20 one-side pages, excluding standard corporate brochures and personnel resumes. Please state "Architectural Services Proposal" on the outside of the response package.
This solicitation is being offered in accordance with federal and state statutes governing procurement of professional services. Accordingly, Phillips County reserves the right to negotiate an agreement based on fair and reasonable compensation for the scope of work and services proposed, as well as the right to reject all responses deemed unqualified, unsatisfactory, or inappropriate.
Section 3 Public Notice
Phillips County has received notice of the award of Community Development Block Grant funds from the Montana Department of Commerce. Phillips County will hire a consultant to prepare a Preliminary
Architectural Report to expand or relocate the Senior Center. Work includes architectural site analysis, preparation of cost estimates, and environmental impact assessment. CDBG regulations governing the grant require that to the greatest extent feasible, opportunities for training and employment arising in connection with this CDBG-assisted project will be extended to local lower-income residents. Further, to the greatest extent feasible, business concerns located in or substantially owned by residents of the project area will be utilized. For more information, please contact the Phillips County Courthouse, P.O. Box 360, Malta, Montana 59538 or call (406) 265-5481, 654-2429.

Certificate of Survey #281, Phillips County, Montana, being a tract of land in the S1/2NE1/4SW1/4 of Section 7, Township 30 North, Range 30 East, M.P.M.
Daniel J. Anderson, as Grantor(s), conveyed said real property to Phillips County Title Co., as Trustee, to secure an obligation owed to Mortgage Electronic Registration Systems, Inc. as Nominee for Home Owners Mortgage Equity Corp, it’s successors and assigns, as Beneficiary, by Deed of Trust dated on July 22, 2010 and recorded on July 26, 2010 in Book 45, Page 61 as Document No. 341363. The beneficial interest is currently held by U.S. BANK NATIONAL ASSOCIATION. First American Title Company of Montana, Inc., is the Successor Trustee pursuant to a Substitution of Trustee recorded in the office of the Clerk and Recorder of Phillips County, Montana.
The beneficiary has declared a default in the terms of said Deed of Trust by failing to make the monthly payments due in the amount of $516.77, beginning November 1, 2014, and each month subsequent, which monthly installments would have been applied on the principal and interest due on said obligation and other charges against the property or loan. The total amount due on this obligation as of May 21, 2015 is $92,188.62 principal, interest at the rate of 4.75000% totaling $2,794.31, escrow advances of $375.79, plus accruing interest at the rate of $12.00 per diem, late charges, and other costs and fees that may be advanced.
The Beneficiary anticipates and may disburse such amounts as may be required to preserve and protect the property and for real property taxes that may become due or delinquent, unless such amounts of taxes are paid by the Grantors. If such amounts are paid by the Beneficiary, the amounts or taxes will be added to the obligations secured by the Deed of Trust. Other expenses to be charged against the proceeds of this sale include the Trustee's fees and attorney's fees, costs and expenses of the sale and late charges, if any.
Beneficiary has elected, and has directed the Trustee to sell the above described property to satisfy the obligation.
The sale is a public sale and any person, including the beneficiary, excepting only the Trustee, may bid at the sale. The bid price must be paid immediately upon the close of bidding in cash or cash equivalents (valid money orders, certified checks or cashier’s checks). The conveyance will be made by Trustee’s Deed without any representation or warranty, including warranty of Title, express or implied, as the sale is made strictly on an as-is, where-is basis, without limitation, the sale is being made subject to all existing conditions, if any, of lead paint, mold or other environmental or health hazards. The sale purchaser shall be entitled to possession of the property on the 10th day following the sale.
The grantor, successor in interest to the grantor or any other person having an interest in the property, at any time prior to the trustee’s sale, may pay to the beneficiary or the successor in interest to the beneficiary the entire amount then due under the deed of trust and the obligation secured thereby (including costs and expenses actually incurred and attorney’s fees) other than such portion of the principal as would not then be due had no default occurred and thereby cure the default.
The scheduled Trustee’s Sale may be postponed by public proclamation up to 15 days for any reason, and in the event of a bankruptcy filing, the sale may be postponed by the trustee for up to 120 days by public proclamation at least every 30 days.
