NOTICE OF PROPOSED SEWER RATE INCREASE AND PUBLIC HEARING

NOTICE IS HEREBY GIVEN that on September 1 1, 2014, the Town Council (the “Council”) of the Town of Dodson, Montana (the “Town”), adopted a Resolution of Intention of the Town of Dodson, Montana to Increase Existing Rates and Charges for the Users of the Municipal Sewer System.

The Town intends to issue sewer system revenue bonds in the estimated amount of approximately $73,000 (the “Bonds”) to pay a portion ofthe costs of designing and constructing improvements to the municipal sewer system of the Town (the “System”) and the costs of issuance of the Bonds. It is necessary for the Town to increase its sewer rates in order to pay the principal of and interest on the Bonds. The Town will use a Treasure State Endowment Program Grant in the amount of $23,000 and funds the Town has on hand and available therefor in the amount of $9,988 to help reduce the cost of the project to be paid, in part, with the proceeds of the Bonds.

The Town currently charges users of the System the following monthly rate for sewer service: $20.50 per month for each separate connection at a residence or business located within the town or served by the System, and $235.75 per month for the school with such charge to be posted for 12 months per year.

Effective as of the November 2014 billing, the Town proposes to increase the monthly rate for sewer service (the “Proposed Monthly Rate”) as follows: $23.50 per month for each separate connection at a residence or business located within the town or served by the System, and $270.25 per month for the school with such charge to be posted for 12 months per year.

The Proposed Monthly Rate represents an increase in the current monthly sewer rate for each separate connection at a residence or business and for the school of approximately 14.6% over the existing rate.

A public hearing on the proposed rate increase will be held on October 6, 2014, commencing at 6:30 p.m. at the Catholic Hall in Dodson, Montana.

The 2013 Legislature submitted this proposal for a vote. C-45 would amend

Montana's Constitution to change the name of the office of state auditor to the

commissioner of securities and insurance (CSI). The office's current duties of

regulating the securities and insurance industries would not change.

An audit of the affairs of Phillips County has been conducted by Galusha, Higgins & Galusha, PC. The audit covered the fiscal year ended June 30, 2013. Section 2-7-521, MCA, requires the publication of the following summary of significant findings.

Summary of Significant Findings

The audit report for Phillips County for the fiscal year ended June 03, 2013 contains an Independent Auditor’s Report on the County’s basic financial statements. The report issued for the fiscal year ended June 30, 2013 contains unmodified opinion.

The audit report also contains one other auditor’s reports. Following is a listing of the reports and a summary of the finding included in each. This is only a summary and is not intended to be used as an audit report.

Report on Internal Control over Financial Reporting and on Compliance and Other Matters Based on an Audit of Financial Statements Performed in Accordance with Government Auditing Standards - There was one finding in this report, which was considered to be a significant deficiency but not a material weakness:

Exceeding Budget Authority: The County exceeded its budget authority for the Ambulance and Ambulance Capital Expenditure Funds.

Notice of Close of Regular Voter Registration

and Option for Late Registration

Notice is hereby given that regular* registration for the Federal General Election to be held on November 4, 2014, will close at 5:00 p.m., on Monday, October 6, 2014.

*NOTE: If you miss this regular registration deadline, you may still register for the election by showing up at the Phillips County Election Office up to and including on Election Day. Between noon and the close of business on the day before Election Day, November 4, 2014, you can complete and submit a voter registration card, but you will need to return to the local election office on Election Day to pick up and vote a ballot.

All active and inactive**electors of Phillips County are entitled to vote at said election

**Inactive electors may reactivate by appearing at the polling place and completing a new voter registration card in order to vote, by requesting an absentee ballot from the Phillips County Election Office, or by notifying the Phillips County Election Administrator in writing of the elector's current address in the county.

Persons who wish to register and who are not presently registered may do so by requesting a form for registration by mail or by appearing at the Phillips County Election Office located in the Courthouse, 314 S 2nd Avenue West. If you have moved, please update your registration information by filling out a new voter registration card and submitting it to the Phillips County Election office.
