NOTICE IS HEREBY GIVEN that on Wednesday, September 17, 2014 at 3:00 pm in the County Commissioner’s Office, Phillips County Courthouse, 314 S 2nd Avenue West, Malta, Montana, a public hearing will be held at which time any taxpayer or resident of Phillips County may appear and be heard for or against any part of the proposed budget. Final Budget approval and setting of official Certified Mills is scheduled for Monday, September 17, 2014 at 3:15 pm.
The proposed county budget for Phillips County, Montana for Fiscal Year 2014-2015 will be on file in the office of the Phillips County Clerk & Recorder and open for public inspection to all taxpayers.

Malta Trails, Inc. located in Malta, Montana is now accepting bids for the following new construction of the Phase II Trail.
The construction will include:
+/- 1.4 miles of new trail construction
Remove topsoil 8” deep and 9’ wide
Put back in two 4” lifts, wet compacted
Cover with ¾” crushed stone, State spec.
Three turnouts for future location of benches in locations to be determined by Malta Trails, Inc.
All wetlands are to be avoided at all times.
All contractors that submit a bid must attend an on-site meeting on September 24th at 1:00 PM. All contractors must meet at 1:00 PM on the north side of the Malta City Shop to preview the site. This is a mandatory meeting.

TOWN OF DODSON WASTEWATER TREATMENT REPAIR PROJECT
August 27, 2014
The Montana Department of Environmental Quality has reviewed the above named project. The proposed project will include repair of several sections of the storage/evaporation lagoon dike where the protective cover material was eroded away to expose the liner by wave action due to high flows to the treatment system in the spring of 2011; construct a new overflow pipe in the storage/evaporation lagoon and install inflow proof (waterproof) manhole lid inserts in all manholes to prevent future floodwater from entering through the manhole lids. The improvements are proposed to be completed in late September or early October of this year.
Pursuant to ARM 17.40.318, the Department has concluded that the proposed project meets the Categorical Exclusion criteria of the National Environmental Policy Act (NEPA) and the Montana Environmental Policy Act (MEPA). The Categorical Exclusion may be revoked if the project is not initiated within the time period specified in the Preliminary Engineering Report, a new or modified application is submitted, new evidence demonstrates serious local or environmental issues exist, or state, local, tribal, or federal laws are violated.

NOTICE OF PROPOSED SEWER RATE INCREASE AND PUBLIC HEARING
NOTICE IS HEREBY GIVEN that on September 1 1, 2014, the Town Council (the “Council”) of the Town of Dodson, Montana (the “Town”), adopted a Resolution of Intention of the Town of Dodson, Montana to Increase Existing Rates and Charges for the Users of the Municipal Sewer System.
The Town intends to issue sewer system revenue bonds in the estimated amount of approximately $73,000 (the “Bonds”) to pay a portion ofthe costs of designing and constructing improvements to the municipal sewer system of the Town (the “System”) and the costs of issuance of the Bonds. It is necessary for the Town to increase its sewer rates in order to pay the principal of and interest on the Bonds. The Town will use a Treasure State Endowment Program Grant in the amount of $23,000 and funds the Town has on hand and available therefor in the amount of $9,988 to help reduce the cost of the project to be paid, in part, with the proceeds of the Bonds.
The Town currently charges users of the System the following monthly rate for sewer service: $20.50 per month for each separate connection at a residence or business located within the town or served by the System, and $235.75 per month for the school with such charge to be posted for 12 months per year.
Effective as of the November 2014 billing, the Town proposes to increase the monthly rate for sewer service (the “Proposed Monthly Rate”) as follows: $23.50 per month for each separate connection at a residence or business located within the town or served by the System, and $270.25 per month for the school with such charge to be posted for 12 months per year.
The Proposed Monthly Rate represents an increase in the current monthly sewer rate for each separate connection at a residence or business and for the school of approximately 14.6% over the existing rate.
A public hearing on the proposed rate increase will be held on October 6, 2014, commencing at 6:30 p.m. at the Catholic Hall in Dodson, Montana.
